Foreign Airlines with N Registry?

Foreign Airlines with N Registry?
I saw a Philippine Airlines B744 with N Registry in SFO. I was wondering why foriegn National Carriers use FAA registered aircraft? Does this mean all their pilots need to have FAA licences?

PAL usually leases their aircrafts from a US based company and they can operate these aircrafts under Philippine law without changing the registration number. A lot of countries are doing this too, not just the Phil. So to answer your other question, their pilots are holding Phil. certificates not FAA.

BTW, they do have French registered aircrafts too.
