There's also a $60,000 USD training bond for a period of 4 years (China Airlines $15,00 USD training bond does not look that bad anymore) if you are willing to have your hands and feet tied up for a while. I've been told that MOST of the guys you get to fly with, both expats and locals, are very nice. However, most don't have fun flying anymore because of the PUNISHMENT mentality in Taiwan (I am sure guys at China Airlines can confirm this as well). And yes, similar to China Airlines, it's LOCAL FIRST. After all, it's their country. Meny of my expat friends have been here close to 8 years and the prospect for command upgrade still does not look good. Sadly, your previous experience does not count, the right seat will be your home for a very long time. If you are desperate, go for it. They are extremely short of manpower. Good luck!
