Has anyone any details on Nepal Airlines Pvt. Ltd. who are planning to operate ATR-42s and/or DO-228.

Is this Necon reincarnated?

Never heard of it. In Nepal till the time, the Aircraft actually doesn't land in TIA. Can't say anything about the Airlines.
