DGCA English proficiency test
 
So , the DGCA makes our life even harder by requiring this new English proficiency test.

Does anybody know who are the official DGCA examiners who can administer this test along with their contact details ?

As for the test itself , I feel pretty confident being an FAA CFI with good command of the English language. However being DGCA , it may be totally different. Any idea of what to expect from someone who has taken it ?

Check with your local DGCA, they have a list of all examiners... and the test is not very difficult... I did mine in 2008...

FAA licenses have "English Proficient" on it. Which is equivalent to ICAO ELP level 4.

Since we all are bound by the DGCA regs....unfortunately.....will they ever consider this valid....because after conversion we fly with our indian licences....n no where it states that on the DGCA licence

Does anyone have info on how to go about the DGCA ENGLISH PROFICIENCY CHECK, especially for people who are still waiting to be hired for airlines??

I hear dgca conducts an exam every now and then but can't seem to find any information anywhere on their website. Every person I've spoken to has a different story.

Also heard there is a time limit after which my CPL becomes invalid if I don't English Proficient Certificate.
I have a FAA licence which says English Proficient, isn't that enough?

The list is on the site. ICAO licenses are issued with LP-EN which implies level 4. A verification letter from your jurisdiction will detail the EP level with expiry (if applicable).
DGCA will accept ICAO EP. I got a level 5 from my airline but my ICAO license has level 6 so i submitted that and have gotten the same on my Indian ATP.

I hope this is authentic enough for you

FAA licence says English proficient but does not mention level. On conversion to DGCA CPL what EP - level does one get by default. Apparently there is no EP level mentioned on my DGCA CPL.

How does one enhance EP level and get it endorsed on the licence??

FAA english proficient corresponds to level 4. Other nations accept it, no idea about DGCA

This link has the list of all the approved ELPT examiners. If you scroll down to the end, you can see names or various CFIs. I guess if you are not employed with an airline yet, they should be able to conduct your ELPT.

This link is for the CAR which covers the ELP. As per the CAR, the ELP has to be endorsed on you License [ICAO Lvl 4 min] latest by 05 Mar 2011. Their validity are :
Level 4 : 03 years
Level 5 : 06 years
Level 6 : Lifetime

Also a Quote from the CAR which should interest a few people :

The Certificate of English Language Proficiency issued by other organizations
recognized by ICAO or by member contracting States of ICAO, shall also be
accepted.

Just wanted to confirm, am I correct in saying that all new applicants have to sit an English Language Proficiency test before applying for CPL?

I hold a CASA CPL and will be applying for conversion soon. There were no language test requirements when I got my Australian license so I've never had to do it.

Also worth mentioning that the DGCA CPL application form doesn't ask for English Language Proficiency, despite the CAR requirement.

how about doing this test now....the dates have passed....where to check for new dates. I couldn't find it on DGCA's website.

Also, is it some kind of a course for this or just random...

Guys a few quick questions.

Any idea on how to get an ELP endorsement on DGCA CPL based on an ICAO ELP certificate?
What's the fee for endorsement and the time frame required?

DGCA is making a fool of the public.
I had a FAA license with english proficient on it. I got it in 2009 so that means i am good till 2012(class 4).
I went to a DGCA designated examiner,gave the test, paid him 5k and got level 6 proficiency.
Went to DGCA to get it stamped it on my license, but Mr. Vasishth denied saying that there are a lot of people getting their proficiency done by paying and not giving the exams, however he sent me to Mr. Bharadwaj.
I told him the problem.
First excuse "aapne toh waha se flying hi nahi ki". Fortunately i had done my recency from India so could show him my logbook.
Second '' use toh english bolni hi nahi aati". The examiners that were made sat for an exam and there were a panel of three Judges. If they were not up to the mark you shuldn't have had made them examiners.
At last I asked him what should I do. " kuch nahi ghar jao,so jao", this is the reply what i get from the director licensing and training.. Sucha helpless feeling it was. It is a pity that we have such officers protecting our skies.
Went back to Mr. Vasishth, he told me to come later as they still had to decide on the matter, weather to endorse the proficiency or not.
Since then have been there 3 times but no luck.

The last time he told me to do it from CTE Hydrabad , bcoz they will not accept it from anywhere else, unless you are flying for some carrier.

So my advise to you all is to do it from CTE and save yourself so much trouble.

Page 8, point 7.

It clearly mentions that ICAO issued ELP's will be accepted. Then why would they want you to do the exam again? Pathetic!!

I personally got in touch with a certain captain from pawan hans in mumbai who assessed me and gave me a level 5, he was on the approved list of examiners on the dgca website. The dgca regional office in kalina, mumbai then issued my endorsement within a day. Hope this clears some air around the whole issue. I am not flying for any carrier by the way and have had a lot of friends do the same as me. Please feel free to pm me for any help

hey, how did u manage to get the endorsement thing done? i was told in delhi that it will take time and as of now the EPL-4 endoresemnts r on HOLD!!! its been 6 months now. my file is still in delhi. i got my certificate from ahmedabad AAA.. any help??

English Proficiency Test Endorsement
 
Two of my friends got their ELP endorsed on their Indian CPL Licenses. It is endorsed on page number 6. One of my frnd's uncle who has influence in DGCA office has helped them. These two have no idea what that person does in DGCA office to get the endorsement. So it is very clear that they started issuing the ELP. People who are at delhi can now try.

I don't think regional office have the authority to stamp ELP on our cpl. I tried to get it done in chennai regional office but they said only delhi has the power to do it.

No you don't need this as when ever you join airline /charter company they will get it done for you by asking you to sit for exam.
Without job you don't have to worry about it.

DGCA is now started endorsing ELP. Just a request letter with the proof of pass certificate of ELP or original Foreign CPL License (if converted with Foreign ICAO CPL) are to be submitted at DGCA office. Ur foreign CPL must be endorsed with ELP. They usually take only 4 to 5 working days to process ur Application. It took only 3 days for me. U can also send ur documents by courier (Foreign CPL or ELP pass certificate, indian CPL and a request letter). Don't worry about the duration. maximum 5 days. People who are now applying for a CPL or any other rating need to attach a requesting letter along with ur application. People who have already applied for CPL or any other rating, just send a requesting letter. May be they might consider.

Arrey dude.. i went to the Bbay RLO but the concerned people out there are so rude and unhelpful..
i went with all my documents and he is like " FAA cpl pe kaha likha hain kee tumhara english proficiency ka level kya hai, humko likhela chahiye.. nahi toh exam do"..
but now as you say that Delhi RLO can do it then i will try my luck there..

There is no application fee (there wasn't any when I got mine last year).

The Mumbai RLO follows some weird rule due to which you cant get ELP level 5 or 6 on your Indian licence even if you have it on your foreign licence, they only endorse level 4 in such cases , even though there is no such thing mentioned in the CAR. This information is hearsay, so I am not 100% sure about it.
