Singapore Certificate of Clearance (Ie of no criminal convictions for non Singaporean

Hi all.. I've recently been offered my first job with a European Airline Trouble is they've asked for a police report from everywhere I've lived in the past 5 years, which includes Singapore.From looking online it seems Singapore doesn't provide this to non- citizens. Although it says one can appeal this, I'm wondering if any pilots have had experience of this issue and if the appeal is normally successful. If not, what are the potential options / solutions? The SPF website says something about an alternate options of a commissioner of oaths / statutory declaration, however I've no idea what this means. I've emailed the SPF about it (they don't provide a telephone number) but haven't had a reply.

Please help if you can!
