English Proficiency Test Endorsement
Two of my friends got their ELP endorsed on their Indian CPL Licenses. It is endorsed on page number 6. One of my frnd's uncle who has influence in DGCA office has helped them. These two have no idea what that person does in DGCA office to get the endorsement. So it is very clear that they started issuing the ELP. People who are at delhi can now try.

hello everybody... okay now this english test has got me confused.. do we have to get it endorsed before joining an airline or before we start flying or the concerned authority does it for us...
If no then can anybody provide me with some numbers and name which i can contact and get this done with by giving the exam..
any help will be appreciated

I don't think regional office have the authority to stamp ELP on our cpl. I tried to get it done in chennai regional office but they said only delhi has the power to do it.

so do we NEED this ELP on our CPL???? This might be a stupid question but some of my friends are like wtf is ELP and they already have CPL... like me

No you don't need this as when ever you join airline /charter company they will get it done for you by asking you to sit for exam.
Without job you don't have to worry about it.

DGCA is now started endorsing ELP. Just a request letter with the proof of pass certificate of ELP or original Foreign CPL License (if converted with Foreign ICAO CPL) are to be submitted at DGCA office. Ur foreign CPL must be endorsed with ELP. They usually take only 4 to 5 working days to process ur Application. It took only 3 days for me. U can also send ur documents by courier (Foreign CPL or ELP pass certificate, indian CPL and a request letter). Don't worry about the duration. maximum 5 days. People who are now applying for a CPL or any other rating need to attach a requesting letter along with ur application. People who have already applied for CPL or any other rating, just send a requesting letter. May be they might consider.

So you mean to say that i can just send my FAA CPL alongwith my Indian CPL and a requesting letter which requests endorsement on the license??
i do not need to appear for a test?? is it necessary to send it to delhi or Mumbai RLO can do it?

Arrey dude.. i went to the Bbay RLO but the concerned people out there are so rude and unhelpful..
i went with all my documents and he is like " FAA cpl pe kaha likha hain kee tumhara english proficiency ka level kya hai, humko likhela chahiye.. nahi toh exam do"..
but now as you say that Delhi RLO can do it then i will try my luck there..

I'm looking at getting ELP endorsed on my Indian license based on my Australian license. Please correct me if I'm wrong with the following. The documents that I need to submit are:
- Covering letter
- Original Indian license
- Original Australian license
- Verification letter from CASA
- What are the application fees?
- Is it better to submit verification letter in original along with my application or have CASA email the letter directly to DGCA? If its the latter, is the email address [email protected]?

There is no application fee (there wasn't any when I got mine last year).
The Mumbai RLO follows some weird rule due to which you cant get ELP level 5 or 6 on your Indian licence even if you have it on your foreign licence, they only endorse level 4 in such cases , even though there is no such thing mentioned in the CAR. This information is hearsay, so I am not 100% sure about it.
