Unhappy L over D chart??

I haven't been able to find info on this, referenceing other topics CX interview questions, can someone enlighten a US flyer as to which weather chart this is? Thanks a bunch.

It is not a weather chart, it is the Lift vs Drag chart they are referring to.

It really is a weather chart

Yes, at first I, too, thought they were referring to Lift over Drag, but in the gouge that I read it was discussed in conjunction with a question about hurricane formation between Australia and New Zealand. I wonder if it has something to do with the Lifted Index. Thanks for your help. Will keep looking.
