Most of the people of California (and the Bay area in particular) have no interest in increasing the capacity of SFO. They would be happier if all that air traffic moved elsewhere.

Even so, the suggested action might have been Divert to OAK. There is no guarantee of a landing at SFO if you can't do the approach in use.

Handling doesn't necessarily mean landing at the airport of choice. LH landed at a perfectly good airport that had an approach they could use. That is wasn't SFO is irrelevant.
