Because existing line pilots do not need to do ground/sim training over the coming weeks/months.
Halting new starts would do nothing to help the existing line pilots who have no/minimal line flying...

Those pilots wont actually be line training. They are starting ground/sim training and will stood down if required as happened to new hires last...
