No, because the provisions of COM(2018)893 will allow the continuation of flights between the UK and EU at existing frequencies. That's assuming the UK insists on the same terms.

So as certificates for ATM/ANS providers (including NERL) will no longer be recognised by EASA, then I assume no EU operators will be allowed to enter UK airspace, including flights between mainland...
