From my experience EGPWS Mode 7 is not Predictive Windshear.
If you get a EGPWS Mode 7 Windshear you are already in it.
Predictive is a function of the weather Radar and the alerts and cautions...

In the VOR zone of confusion beam deviation signals are unreliable so overstation logic removes the beam deviation signal and the aircraft uses course error...
