411A - you're talking about the wing "glove" installed on the 707-100's? If so, that was a fix to some handling characteristics - not sure exactly what, but I vividly remember removing the glove...

It's not the 30,000 cycles that has us concerned, it's the 115,000 hour limit they are proposing. Boeing says it's the wing. They also say it's going to cost a lot.
