Is there a standard method or definition for turboprop high-speed cruise speeds?

Long Range Cruise speed is that at which the SAR is 99% of the Max Range Cruise SAR,

However, HSC speed does not...

If a fuel reserve policy includes 45 minutes hold at cruise altitude, at what mass and altitude is this calculated? Is it at:
