Hold at Cruise Definition

Where fuel reserves are defined to include '45 minutes hold at cruise altitude', at what weight is this typically performed? Is it the weight just before (or after) landing at the alternate, at the end of main mission cruise, or something else? Context - I saw this defined for Bombardier C-Series payload/range data.
