Forgive my naivety, but which will have an advantage over the other, a 300 hrs pilot fresh out flight school with a B737 NG type rating or a Pilot who instructed and achieved 1200 hrs?

Oh yes, that's absolutely true! Don't start your training in November, especially in Portland and/or Seattle area. Unless you can afford a lot of ground time, due to weather cancellations....
