Query re surface and winds aloft.

Can someone please remind me of the factors or R of T for the backing or veering, increase decrease of winds compared between surface and 1 or 2 thousand feet to consider when landing or departing.

I am in the Goodwood area and obviously experience the same dramatic engine noise .Doppler is not the sole reason for the change.I like the turbine and bleed explanations though.
