Yes that is correct.They will not issue you NOC if your IR has lapsed.And even if you'll get NOC without IR renewal,they may put you in problem when you come back to DGca for 737 endorsement.

I think its $23500 in PANAM...But what is good about simcenter is...If you are going for type rating on A320...they are providing like 48hours of JEt ORIENTATION on A320+60HOURS full flight simulator...
