Any time an ATD is used for currency or hours towards a certificate or rating, a CFII must be present and giving dual instruction. You can't just rent an ATD and do the approaches.

Hopefully the FSDO's will read the most up to date documents from FSIMS. I have found that they are usually a year or two behind and they get surprised when things change!

Yes it is possible to have FAA AND JAA. I'd recommend going to get the FAA certificates first as training in the US for the FAA then doing a JAA conversion will be less expensive than doing the JAA...
