If my understanding is correct, TBS relies on aircraft maintaining their assigned speed, at Heathrow to 4Nm, which currently 35 - 40% fail to do.

My understanding is that if you are already descending to the 'platform height' of the ILS then you can be 'Cleared ILS Approach Runway...'
e.g on Westerlies at Heathrow descending...
