It is not mandatory with most states I am aware of to go through an ATO as there is no training requirement...

It's not in the FCOMS. The 320 FCTM describes it is ok to fly below S speed but not below Vls.
Obviously you're company may have a more restrictive policy so best double check the Ops A and B....
