Wing body overheat 737-800

In the QRH there are 3 options for these lights turning on...one option is

I have seen this as well, and I have found a 300 to 700 lbs loss if you will depending on the airplane I am in.

Besides possible asymmetry at less than flaps 5 is there any other reason why one cannot skip flaps 1
Also the airspeed indicator indicate the flap position,where does it gets its info.
