Is there a difference between de-rated and reduced power T/O? In what context does a flat-rated engine fit in?

Just as TruBlu351 mentioned, altimeters will over-/underread by 4 feet per 1 C deviation from ISA above the station reporting the altimeter...

thanks a lot for reply. As high altitude flying in the German IDS version is concerned, it is painful. Even with variable wing sweep the engine performance and response is marginal...
