Can anyone tell me why (on my 737NG) the lowest possible setting on the altimeter is 745 hPa.

I can appreciate the fact that there must be a lowest value but why is it 745 and not 700 or 800 or...

On the B737NG FMC Perf Init page you can enter a cg percentage. Ongoing discussions haven't made it clear what to use (5%, 12%, 18%) and why.
