UK CAA operating double standards?

The UK CAA publishes safety and regulatory reference information via a number of different documents, including Civil Aviation Publications (CAP).

The fee paying operators of aircraft, aerodromes and other licence holders should reasonably expect that the reference material available on the CAA website is both complete and current, unfortunately this is not the case.

To name a couple of obsolete publications:

CAP 393- the ANO 2016 became effective in July 2016, as yet CAP 393 has not been updated.

CAP 382- describes the now obsolete UK Mandatory Reporting System, which has been superseded by the EC Aviation Safety Reporting Scheme. Apparently this CAP is due for replacement next year!


To secure CAA or EU approvals/certification, the CAA requires documentation to be kept current via operation of a Safety Management System, and in many cases a Quality Management System, the latter incorporating a Change Management process. These practises apparently do not apply within the CAA!

There are many rumours circulating about human resources shortages within the CAA, it would appear that the situation with obsolete CAPs could be a result of this.

Okay, I've found the new CAP 393 and accordingly withdraw that comment. The situation with CAP 382 remains.
