I don't want to respond to what is probably a perfectly legitimate question with a seemingly "smart ass" answer, but policy and procedures have evolved in the light of operational experience in the last 100 years since the Wright brothers first became airborne. Such a response would probably consume Danny's entire band width.
If you have specific concerns, then post them, I'm sure that you will receive a mountain of responses in return. If however, you're starting an operation 'from scratch' and have little personal experience, I'd recommend that you refer to an aviation consultant. A PM to John_Tullamarine could be most beneficial in this respect.

Yeah thanx smokey get ur drift, more concerned with the philosophy invoved, the approach which as u point out to consult an expert is prolly the best idea. In my case however this is research based and no remuneration is involved. I guess procedures tie in the operating enviroment, the human and the equipment and in most cases will have to cater to that effect. Might have to refrase the question i guess

Remember the 4 Ps
Philosophy , Policy , Procedure and Practice
Simply Stated
Philosophy : Safety first and then commercial constraints
Policy : Based on a philosophy the company lays down a policy
e.g all sop and call may be common on all fleets. Pf will continue flying in emg or another company may state that the Captain takes over, an ailrine may not carry dangerous goods as a policy.
Procedure: Keeping in mind the philosophy and policy of an airline standard operating procedures will be incorporated ,
e.g an airline may decide to follow a common company standard fleet sop or another airline may elect to follow a certain manufactures sops
And last but not least;
Practice:Incorporating all the the values of Company philosophy and policy will the the standard operating procedures be practiced on the line
