Note that this is not the same as the “factual report” at a mere 431 pages.
A warning for those trying to download, it is 37Mb!

In fairness to the Egyptian Ministry of Civil Aviation, they have published all the comments from the US, BEA, Flash Airlines, Egyptian CAA as an appendix to the report, so they are not hiding anything.

True, but 'not hiding' isn't the same as 'agreeing' - those comments are still not taken as formal conclusions. Now perhaps the report is purely a public face-saving exercise, and perhaps behind the scenes the Egyptians really are working on ways to address the human factors side, rather than washing their hands of a problem which - because it's now 'technical' - is no longer theirs. But would you put money on it? :hmm:

I am sure that there is an element of face saving about the report but the fact that they have included the other parties comments means that they don’t mind us reading it. Perhaps an element of “We couldn’t possibly say this but you should hear it anyway”.

Of most interest was the very last page in which a faxed letter of response from the Egyptian CAA says “The ECAA requests the finding of the crew behaviour distractions and possible spatial disorientation be considered a possible contribution factor.” For the ECAA to highlight this finding suggests to me that they consider it to be the primary factor.
