JAA to EASA?

Arrow JAA to EASA?

I was reading that EU countries agreed to form the European Aviation Safety Agency (EASA) next year, to certify compliance of
aircraft, equipment and procedures with international safety standards and make sure the standards are applied uniformly by all 15 E.U. members.

Wasn't this what JAA is supposed to be doing already or am I missing something?

Will this replace or complement JAA?

Will JAR-OPS 1 Subpart Q ever be published?

Will the transition (if at all) be transparent to the operators?

Will all the work done to comply with JAR-OPS 1 go down the drain?
