ICAO is a UN Specialists Agency but is still independent and autonomous in accordance with the agreement between it and the UN.

I believe they already have marginalized Russia on several key international aviation committees.

STOLEN AIRCRAFT?

Sounds to me like a reasonable "counter-sanctions" response from Russia. The US and NATO advanced to Russia's borders over a 30 year period, and then started arming Ukraine against Russia in 2014. When Russia finally reacted in February 2022, the US and NATO countries slapped, what turned out to be self-defeating, sanctions on Russia. Aircraft are just the latest pawn in the west's hypocritical attacks on Russia.
