After a cold (lots of -20°C to -40°C) but dry winter, we have moved into warm (around 0°C) and snow/ice nearly every day. Green Bay with lake effect snow from both Superior and Michigan seems like an odd choice for a diversion but I assume everyone knew what they were doing. Madison to Minneapolis - 3 hour drive but Green Bay is a day trip.
