Firstly, not belly landing but without nose gear - it is a bit of a difference.
Secondly, I would suggest to wait for final report as Q400 landing gear had already few issues in the past. For example, I see that just two months ago Flybe plane had very similar issue (also landing without nose gear).

How come Ryanair were there, with a passenger taking pictures through the window? Their website still shows Modlin as their cheapo airport of choice.
