WOW! that is a shame, coming over from the hangar medivac so probably maintenance folks at the wheel. I've seen this type of accident before when MX had some circuit breakers pulled for hydraulics systems (brakes).

Occupants listed as (Zero) in the Av-Safe-net report, also, so it looks like the tractor driver is going to be looking for a new line of work.
Probably a couple levels of supervision as well.
