An-24 PskovAvia landed 230 m right of RWY at DME

Today. Landed at 14R in fog. A/c not damaged, nobody injured.

How's that, right on the trees?
Some sources say there was RW excursion,
anyways need to wait for some certain information

As far as I know the lowest min. for An-24 is 50*700m.
Was the landing below minima?

If he put it down safely with no injuries and no damage, he would probably point out that it was a good landing and therefore he's passed.
