Post BA Problems Refuelling in U.S.

Today I witnessed a flight to SFO tankering fuel (160,000kg), the reason given was problems with insurance providers covering refuelling operations on BA aircraft in US. Earlier I had done the PDC on a JFK flight which was fairly normal. I went off shift without a satisfactory explantion, what's happening.
Is this a backlash of the Denver incident?

Service providers around the world (and indeed I suspect several airlines) are without the necessary 3rd party war risk cover and are seeking indemnity from airlines. Airlines cannot do this hence
contingency plans are hastily being drawn up.
