Haneda power failure
Taken from the NHK World Daily News website. Also big news on the TV here, as there were a large number of unaccompanied children on at least one of the flights (AirDo, possibly). Nothing at all in English yet...
"Haneda Airport in Tokyo suspended flights for about an hour, due to a power failure at its control tower on Tuesday. 37 flights were cancelled, and 19 changed their destinations, NHK learned."

Power failure causes chaos at Haneda Airport
Flights were suspended at Haneda Airport for about an hour on Tuesday after a power failure affected the operations of the air-traffic control tower, officials said.
Power failed at the airport office of the Ministry of Land, Infrastructure and Transport at about 11:33 a.m. Radio and communication operations were shut down for about 30 minutes before the airport resumed radio operations at 12:33 p.m.
During the suspension of flights, 24 planes were forced to circle in mid-air, while 15 other flights heading for Haneda were diverted to Narita Airport in Chiba Prefecture and Chubu International Airport in Aichi Prefecture.
Ministry officials explained that Haneda Airport receives electricity from two sources at the Tokyo Electric Power Co. (TEPCO). A backup generation system is set to take over if TEPCO\'s system fails.
However, the automatic power generation system didn\'t work on Tuesday, ministry officials said. (Mainichi)

Stories are obviously a bit conflicted as to the number of flights.
The automatic power generation system must have Tuesdays off (like me)!
