I'd say helicopter.

Looks like there is a short helicopter shadow on the right hand lane at about 0:35.

The background noise would indicate a helicopter.

Don't know if a drone would be BLOS on a long run down the motorway.

Clearly a helicopter from the background noise - turbine whine, gear meshing and blade slap.

I wouldn't trust that background noise personally. It doesn't sound like a Bell 47 or a Jetbanger so it couldn't possibly be a helicopter!

Yes but the blade slap, that is typically in a moderate descent during a turn (vortex of the preceding blade hitting the following blade)
the aircraft seem to be in leveled flight at that time. Drone footage is typically made of short frames duration since by regulation the drone must remain in the line of sight the operator.

25-29 seconds looks like a very characteristic orbiting helicopter shot. I don't recall seeing much of that from drones.

Actually drones have a function to do orbiting around a fixed video point without any action from the operator (just need to make sure the space arround is cleared of obstacles before engaging the function)
now that you mentioned the 25 sec point there is a change of frame of view but absolutly no change in the sound tape.

I live around here and lately have seen a Squirrel with nose mounted camera. They use it for news reports about the Sevington Inland Border facility too.

I've seen them trained to find nuts by passing through an obstacle course, but that is amazing!

Helicopter and there's a bug on the lens. Also, the zoom is too long for 'most' drones.
