Rearcrew restraint - intertial reel harness

Just watching some local news coverage of flood relief and the rear crew in a local mil helicopter seem to be attached to the cabin via an intertial reel system. Never seen that used anywhere else aside from for some "work at height" PPE, anyone got any experience of using something similar in a helicopter cabin? Where it's seen free-hanging looks like a really big grabbit hook on the RHS of the picture.
