Fire suppression water belly tank - FAA External load class

Wondering if anyone has knowledge on the external load class of a water belly tank. As I understand it, an empty tank meets the definition of a class A load but when loaded with jettisonable water it would perhaps fall into the class B load category. Any thoughts? Thanks in advance
