Unless I’m misinterpreting you, I can’t buy into your rule of thumb. I just quickly checked the data for an OH-58C, and the difference between HIGE and HOGE power is on the order of 17%. While for most helicopters, I agree that the difference is a fixed ratio (or nearly so throughout the flight envelope), it is certainly not universally 7%.
