Lapsed licence renewal

I haven't piloted a helicopter since February 2011 and am considering buying another one. Can anyone please tell me what I have to do to get legal again. I last had a JAR PPL (H).

An LAPL (H) would be acceptable.

Go to your nearest training outfit and ask the same question. I suggest that you go for the LAPL(H) as it is cheaper and much less hassle to keep current afterwards. I have had one since they were first available and as long as you just want day VFR in the UK and Europe there is no downside.

Passenger limit

If you want to take more than 4POB then you'll need a PPL.
