Device with a rotor on top

Hi,

a very difficult one, at least for me. Please have a look at the enclosed photo: it was probably taken in the early fifties in the Munich area, Germany. Nothing further is known.

What is it? Any idea?

Many thanks in advance.
Gerhard

Don't see any obvious powerplant, yet the tail wheel seems carefully sprung.
Maybe a drop test mockup?
