Ppl/h skill test

Hi I have been asked a. Question by a student pilot and can’t seem to find the answer can anyone help

Is there a minimum limit to the hours flown before taking the skills test ,can it be taken before 45 hours ?

I understand that the 45 hours will need to be completed before the student can apply for his licence .

Is the skills test part of the 45 hours or is it additional ?

FCL.210.H
45 hours of instruction. A test is not considered instruction.

Requirement is as follows

25 hours of dual instruction
10 hours of supervised solo with 5 hours xc nav including 1 trip of 100nm plus 2 stops at 2 different airfields
All has to to be done on one type of machine.
Total time must be 45 hours before you can take a ST. Unless you hold a PPLA then you have a 6 hour reduction.

Must be noted that:
In Accordance to EASA Part FCL
FCL.210.H PPL(H) — Experience requirements and crediting
(a) Applicants for a PPL(H) shall have completed at least 45 hours of flight instruction on helicopters,
5 of which may have been completed in an FNPT or FFS, including at least:
(1) 25 hours of dual flight instruction; and
(2) 10 hours of supervised solo flight time, including at least 5 hours of solo cross-country
flight time with at least 1 cross-country flight of at least 185 km (100 NM), with full stop
landings at 2 aerodromes different from the aerodrome of departure.
(3) 35 of the 45 hours of flight instruction have to be completed on the same type of
helicopter as the one used for the skill test.
Please be warned
that Part FCL may have different meaning&understanding in some EASA lands,
especially in LBA land
