Best places in the world to run a helicopter business

In which country(ies) do you believe it is the most financially rewarding to run p135,p133,training and tour helicopter operations while trying to balance it with a great life quality and safety from a westernized person's perspective?
Please state your specific reasons for your choices.
Thank you.

Great life quality and safety - Australia

Financially rewarding to run a helicopter business - anywhere but Australia.

CA$A has nearly succeeded in killing GA.

Aruba is pretty good according to a chap I was talking with recently who spends his time poling an R44 around (and frequently, um, poling the occasional passenger as well).

Definitely a job with perks
