Are you sure that you are not talking about a clutch and free wheel unit?
Both are fitted. The clutch is centrifugal and dry and the free wheel is oil lubed.

You can have a dry or a wet (oil lubricated) clutch on a both the SE3130 & SE313B.
A wet clutch will automatically engage during the startup and a dry clutch will require engagement using the fuel flow control lever.
Although I have never seen a wet clutch on an SA318C before.
