I'm presuming this infers that China doesn't exactly have an aviation authority equivalent to CASA??

I guess this also means, that the motorcycle shop that gave him his engineering qualifications, included the rider that they're easily modified to aviation engineering qualifications, as well?

Well, I've seen simillar choppers - not self made but serial production (B212, B412, R22, LAMAs etc) on the field in 3rd world countries doing their everyday flying. Operated by EU companies.
