Engineering Licence Question?

Hi All

Could any Engineering type please answer a question for me.

A friend is a Russian National with beaucoup engineering experience on various Russian helicopters. Has a legal residence permit in Europe and He speaks fluent conversational English.

Can he take the exams and apply for a UK licence as a non UK resident if he jumps thru the theoretical hoops.

Also any advice on what those hoops might be gratefully received.

The final intent is to get an AW139 type rating on the proposed EASA licence

His nationality and residence is irrelevant so long as the hoops are are jumped through and more importantly money laid down .

But his experience may be discounted if it is not on Part 145 machines or part 145 approved maintenance provider..... He should enquire with a letter before he spends any time /money.
