What does 'Top' mean? Most helicopters, largest contract values, safest, best Ts&Cs.....

As '212man' states, what is your criteria? "Top" is a little vague!

One of the 'credible' Russian operators (certainly one of the most well-known) is UTair.

The one that pays the most, flys you the least, lets you live at home, has the best maintenance, flies the newest machines, treats you to Business Class Travel, has the best pension and medical plans at no cost to you, and never lays off or fires a Pilot, and has never had an accident.

Using that definition....there ain't any.

So...figure out what is important to you and see which ones score the highest on those criteria that you see as being important.

Fairly sure the US Army is #1 by most measures.

As well as BRS (500+) and CHC (240), the top civil operators in terms of fleet size would include AMC (400), Avincis (350 via Inaer/Bond) and PHI (250), with AMGH (220 via AEL/MTC/Reach/EagleMed) and Era (170) close behind. Non-military goverment fleets like the US DOS (215) and US CBP (150) could also have a claim for inclusion.

I recall reading somewhere that the US Army was the world's third largest airforce in the Vietnam era - thousands of Hueys.
