The minister owed his ultimate safety to the skill of the pilot, who claimed to be in control of the aircraft the whole time
Well he sure is a skilled pilot then, it looked like he was struggling to control it to me. The way he positioned in the far corner prior to lift makes it look like he knew he was hot/heavy/high (not necessarily all of those...) before he even started to lift.

Looks like it did a +180 just before the skids made contact?

Elevation just over 1900 metres, tail rotor not quite up to the job.
