Have been asked to evaluate the possibility of operating for an oil and gas company onshore in Iraq. Is any operator currently carrying out such operations?

Depends.

Everett Aviation is operating two civil Helos from Baghdad Airport on behalf of United Nations.

Other than that, SKA had at least one Bell 412 in Northern Iraq on SAR-stdby, but they withdraw it (probably due to the lack of money flow from the government to the company?).

ICAA regulations are pretty strict, but not really a concern...
