twin squirrel near Morriston Hospital

this morning, flying close to Morriston Hospital in swansea. Not clode enough to see its identity other than it was blue with the upper sections green. No flir or any ancillary equipment attached that would suggest it was police machine, but just flying slow and low over lopcal hills, wondered if it might be an interim electricity board monitoring pylons? Anyone know it?

Going by the description, I would guess the National Grid AS355 G-LINE?
