Military helicopters, rented, WW experience?

Our military forces (MOD) have recently published the price list for helicopter Mi-8MTV & Mi-171Sh aerial works, long line and secondary medical transport, accompanied with use of armored vehicles . Fortunately, the service does not apply to public roads.
These helicopters have no commercial insurance of any kind, flying/landing around the area using “military regulations”, but in case of a crash our state relies on the use of civilian laws against military crews and ground staff.
The same helicopters cannot be in the civilian 9A register, according to the local (C)CAA’s opinion. So therefore it is not possible to set up a commercial operator AOC or aerial works certificates.

I am curious, is any other state/military worldwide doing the same or similar?!
